Government Wants 80% of State Budget Funded by Domestic Revenues

Finance Minister Carla Louveira announced this Friday (08) that the Government aims to increase the domestic contribution to the State Budget from the current 68% to 80% in the coming years.

Speaking at the opening of the 15th Session of the Tax Council, held in Maputo under the theme “Innovate to Collect,” the minister stated that the goal will be achieved through the modernization of tax administration, broadening the taxpayer base, and rigorous combat against tax evasion and erosion.

Quoted by Jornal Rigor, Carla Loveira emphasized that fighting tax evasion—especially in the mining, digital commerce, and extractive economy sectors—is an absolute priority, adding that tax and customs audits will be intensified to increase revenue recovery.

“Collection efficiency and diversification of the tax base are indispensable to ensure solid and predictable public finances,” she said.

The Government’s strategy also includes modernizing taxation mechanisms for the digital economy, integrating SAF-T and e-invoice systems, and operationalizing Specialized Tax Enforcement Courts in all provinces to accelerate tax debt recovery and ensure greater transparency in the fiscal system.
