The Government has approved a special scheme granting the forgiveness of fines and a significant reduction of late interest charges for taxpayers with debts to Social Security dating back to 2022. The measure, valid for 12 months, allows the debt to be paid in up to six monthly installments, according to Decree No. 20/2025, published on July 9.
According to the legislation, the aim of the scheme is to facilitate the regularization of overdue contributions, ensuring full access for workers or their families to Social Security benefits, and to encourage economic activity by easing the financial burden of fines and interest.
The decree covers all taxpayers and self-employed workers registered in the Mandatory Social Security System who have failed to meet their contribution obligations, including the payment of contributions, fines, and interest on arrears. Interest on arrears can be reduced by up to 98% for those who make full payment of their debt, while those who choose to pay in up to six monthly installments will benefit from a 75% reduction in interest. Additionally, full forgiveness of fines for late submission of wage declarations is granted.
The scheme applies to debts incurred between June 2022 and June 2025, reinforcing the Government’s intention to recover overdue amounts without placing an excessive burden on taxpayers. This initiative was approved by the Council of Ministers, which recognizes the importance of ensuring the sustainability of the Social Security system while supporting workers and taxpayers in meeting their financial obligations.
