General Strike: Civil Servants Suspend Strike Until February After Guarantees of Partial Payment of ’13th Salary’

The president of the National Nurses Association of Mozambique (ANEMO), Raul Piloto, announced on Wednesday (29) the suspension of the general strike by state agents and employees, in particular health professionals, until 28 February. The decision was made by the official at a press conference, during which he referred to salary cuts for professionals absent during the strike, the Agência de Informação de Moçambique (AIM) reported.

As stated on Tuesday (28) by the spokesman for the Council of Ministers and Minister of State Administration and Civil Service, Inocêncio Impissa, the suspension was due to the guarantee of payment of 50 per cent of the 13th salary for civil servants and 100 per cent for pensioners next February.

According to Raul Piloto, initially the plan was to resume operations only after the amounts had been regularised: ‘Although our initial position was to restart activities only when payments were regularised, we opted, in a gesture of sensitivity and good faith, to re-establish confidence that the government will keep its word.’

The representative, who was also speaking on behalf of the National Civil Service Union (SINAFP), added: ‘We hope that the government will also act in good faith, cancelling absences due to physical absence and avoiding possible harassment, actions that compromise the good working environment. We are committed to denouncing cases of this kind and are waiting for an appropriate response from the state.’

Piloto emphasised that in principle the employees are not satisfied with the payment of only 50% of the 13th. However, they accept the amount because they are aware of the country’s current financial situation. They have therefore considered and agreed to accept this percentage.

The source warned that in the event of non-compliance, the strike will resume: ‘Our aim was never to go on strike, but at a certain point we see this as a mechanism to demand that our rights are respected. We know that our health system has its difficulties, even in normal operation, and we saw that during these demonstrations the situation was terrible. That’s why we’re going back to work, to serve the people.’

The indefinite strike by state agents and employees has been suspended at national level by the National Nurses Association of Mozambique (ANEMO), the Association of United Health Professionals of Mozambique (APSUSM), the Association of United Teachers (APU) and the National Civil Service Union (SINAFP).
