VAT Revenue Shrinks 4.1% in the First Half, Totaling 470 Million Dollars

Value Added Tax (VAT) brought in an average of 167,000 dollars (196 million meticais) per day to state coffers in the first half of 2025, amounting to around 476 million dollars (35.6 billion meticais). This figure represents a 4.1% decrease compared to the same period in 2024, according to budget execution data.

Revenue collected between January and June accounted for 20.7% of the total taxes collected in the country. In the first half of 2024, VAT had yielded more than 496 million dollars (37.1 billion meticais).

For the whole of 2025, the Government forecasted 1.1 billion dollars (85.6 billion meticais), of which only 41.6% was collected in the first six months of the year.

At the same time, tax offices received 1,075 VAT refund requests, totaling approximately 457.6 million dollars (34.3 billion meticais). However, only 187 of these requests had been paid by June, amounting to around 53.3 million dollars (4 billion meticais), reflecting a 7.7% decrease compared to the same period last year.

In the report, the Ministry of Finance states that “measures are underway to improve revenue collection sources,” focusing on strengthening domestic sources, modernizing tax administration, and enhancing oversight. It also highlights the “operationalization of fiscal machines to enable control of invoicing for VAT taxation.”

The State’s total revenue in the first half of 2025 amounted to 2.3 billion dollars (171.8 billion meticais), representing 44.5% of the annual budget target.
