Tax Authority Aims to Recover Over $40 Million in Outstanding Taxes and Fines

The Mozambique Tax Authority (AT) announced its intention to recover, within 30 days, 2.8 billion meticais (43.4 million dollars) in unpaid taxes and fines from 2008 to 2024, under threat of seizure.

In a public notice published this Tuesday, July 1, and cited by Lusa, the AT indicates that there are decrees naming 418 entities and individuals who are “in an uncertain location” to make payment of the outstanding taxes.

According to the publication, besides imposing payment of late interest charges (financial penalties applied when a payment is not made on the agreed date) and the costs of legal actions taken, “the document, signed by the first exclusive court for tax executions, cites the obligation of payment under penalty of seizure according to the law.” The collections relate to customs debts, Personal Income Tax (IRPS), Value Added Tax (VAT), customs fines, Corporate Income Tax (IRPC), surface tax, and various fines.

According to the Portuguese news agency, among the 418 publicly notified entities, only Startimes Media Company Lda, a digital television company belonging to a multinational group, accounts for 530 million meticais of customs debt from 2015. This amount corresponds to more than 20% of the total debt the AT seeks to recover from companies and individuals in the country. Startimes was previously linked, by local press and civil society organizations, to the family of former Mozambican President Armando Guebuza, who was in power from 2005 to 2015.
