Government to Make Public Spending More Transparent Through Technology

The government is preparing to implement a new feature in the e-SISTAFE platform, with the aim of strengthening transparency and control of public spending, according to the newspaper Noticias.

From 2025, the state’s financial management system will include a module for internal audits, allowing for stricter monitoring of the use of financial resources in public bodies and institutions, including decentralised entities.

According to the chairman of the board of the Centre for the Development of Financial Information Systems (CEDSIF), Manuel António dos Santos, the first tests of this tool will be carried out in a pilot phase, scheduled for the beginning of 2025. The expectation is that the module will be progressively expanded, consolidating the standardisation of financial procedures in the public sector.

In addition to the new auditing functionality, e-SISTAFE already supports important financial management processes, such as electronic public procurement. Through the State Assets Management Module (MPE), the platform integrates planning, budgeting and financial execution procedures, guaranteeing greater efficiency and reliability in payments.

Over the last 20 years, since its implementation in 2004, e-SISTAFE has played a crucial role in modernising public administration.

According to Manuel António dos Santos, the system has brought significant advances, such as the decentralisation of financial management, the expansion of the use of the Single Treasury Account (CUT) to avoid waste and the introduction of the Single Tax Identification Number (NUIT), which has broadened the base of taxpayers.

With this new stage, the government intends to take another step towards promoting transparency and combating possible irregularities in the management of public resources, consolidating e-SISTAFE as a strategic tool for the country’s sustainable development.
