The Technical Commission responsible for operationalising the national and inclusive dialogue in Mozambique is budgeted at around 1.5 million dollars (91.5 million meticals), according to the proposal submitted by the Mozambican President to Parliament.
According to the document, of the total amount planned, around 786,000 dollars (48 million meticals) will be used to pay attendance fees, set at 5,000 meticals per session, for each of the 21 members of the Commission.
There are also plans to pay 504 thousand dollars (34.5 million meticals) for various services, 76 thousand dollars (5.2 million meticals) for the purchase of goods and 42 thousand dollars (2.8 million meticals) for internal travel allowances.
For fuel and lubricants, the proposal allocates 13 thousand dollars (883.2 thousand meticals), while communication expenses are set at around 450 dollars (29 thousand meticals).
The amounts allocated per session for meals are as follows: 1600 meticals for lunch, 1200 meticals for snacks and 450 meticals for water, per member.
The Commission plans to hold 96 ordinary sessions and 10 extraordinary sessions, but the duration of the mandate is not specified. The source of funding is also not clearly stated, but only that the government and the signatory political parties will have to ensure that the necessary resources are mobilised.
It also includes the possibility of the Technical Commission hiring consultants or establishing partnerships with specialised institutions to help draw up the terms of reference for the working groups.
The document now awaits a political debate in Parliament and subsequent public scrutiny as to the appropriateness of the costs presented.
