A delegation from Mozambique’s State General Inspectorate (IGE) began a ten-day technical visit to Cabo Verde on Monday (17 August) to strengthen bilateral cooperation in the areas of inspection, auditing, internal control, and public financial management, according to Lusa.
The mission, which runs until 27 August, follows a formal request from the Mozambican institution to Cabo Verde’s General Finance Inspectorate (IGF) to deepen knowledge of the information systems that support financial auditing and the inspection of public institutions, including their coordination with other state bodies, the Cape Verdean Ministry of Finance announced.
At the opening session, Cabo Verde’s Secretary of State for Finance, Maria José Pereira Lopes, stated that both countries share the responsibility of overseeing, controlling, and protecting public resources.
‘Every escudo or metical is the people’s money and, as such, represents a responsibility to each citizen,’ she said.
The official also advocated for a vision of public finance that extends beyond the accounting dimension, arguing that the management of state resources must translate into better services, more opportunities, and greater development.
Maria José Pereira Lopes added that inspection activity must be grounded in the principles of legality, rigour, transparency, efficiency, and accountability, contributing to risk prevention, the detection of irregularities, and the improvement of public management.
During the visit, the two institutions are expected to exchange experiences on public finance oversight and control mechanisms, with particular focus on the information systems used in auditing and inspection.
The initiative falls within the framework of the Strategic Internal Control Bodies of the Community of Portuguese-Speaking Countries (OECI-CPLP), which promote technical cooperation and the sharing of best practices among internal control institutions across Lusophone nations.
