Ministry of Finance and Public Prosecutor’s Office to Launch “Green Line” for Reporting Corruption

The Ministry of Finance (MF) and the Public Prosecutor’s Office (MP) will launch a “green line” to receive reports of corruption and malpractice in the public finance sector, announced on Wednesday (29) by Finance Minister Carla Loveira.

“No financial reform will be effective if it is not based on solid principles of ethics, transparency, and accountability,” emphasized the minister during her address at the Coordinating Council of the Ministry of Finance, held this Wednesday in Maputo Province.

“It is with particular satisfaction that I announce the imminent signing of a memorandum between the MF and the MP, which will establish a green line for reporting corruption and malpractice in the public finance sector,” declared Carla Loveira, adding: “The initiative is part of the fight against corruption” and “will strengthen measures already in place regarding ethics, professional conduct, and internal control.” “It symbolizes our commitment to consolidating an institutional culture where integrity is not the exception but the rule, and where public service is guided by values rather than personal interests,” the minister noted.

Commitment to Transparency and Good Governance

Addressing MF staff, Carla Loveira emphasized that “the trust of citizens and partners depends on our ability to manage public resources with rigor, transparency, and a sense of state responsibility.”

“Each of us, in every role and at every level, is a guardian of the resources of the Mozambican people. Good management of public finances is not just a technical requirement; it is an act of patriotism and an expression of responsible citizenship,” the minister highlighted.

“We speak especially to all those who handle state resources: these resources belong to the Mozambican people and must not, under any pretext, be used for illicit purposes or for the benefit of a few at the expense of the majority,” Carla Loveira added.

The minister also called for unity and determination in the “common purpose of building an efficient, transparent, and inclusive state” that “better serves its people and promotes a future of prosperity for all.”

President Daniel Chapo emphasized on October 13 that the country maintains a clear commitment to fighting corruption, stressing the need to eliminate the “sense of impunity that prevails” in society and public administration.

“Corruption destroys citizens’ trust in institutions, undermines the social fabric, diverts resources meant to serve the people, weakens the economy, hinders development, and increases social inequalities,” stated Daniel Chapo at the opening of the National Conference on Combating Corruption, promoted by the Public Prosecutor’s Office.
