MEPT Proposes National Fund to Boost Basic Education Financing

The Education for All Movement (MEPT) has proposed the creation of a National Investment Fund for Basic Education (FUNEB), aimed at mobilising domestic resources to strengthen financing for the sector and address key challenges facing basic education in Mozambique.

According to the Mozambique News Agency (AIM), the proposal was presented to the Committee on Constitutional Affairs, Human Rights and Legality of the National Assembly during a meeting held on 10 August, as part of advocacy activities promoted by the movement.

MEPT says the creation of FUNEB is intended to establish mechanisms for mobilising national resources capable of financing basic education on a more sustainable basis, contributing to improvements in access, quality and equity within the education system. During the meeting, the organisation called on the National Assembly's First Committee to issue, within the scope of its mandate, a favourable opinion on the constitutionality and legality of the initiative.

The proposal extends beyond the financing of new school infrastructure. The chairperson of the Committee on Constitutional Affairs, Human Rights and Legality, Ana Comoana, recommended that the initiative be analysed more broadly, encompassing other needs considered essential for the sustainable functioning of the sector.

Areas highlighted include investment in human capital, school equipment, infrastructure maintenance and improvements to management mechanisms. The parliamentary committee expressed openness to deepening its analysis of the proposal, acknowledging the need to identify new ways of strengthening basic education financing through domestic resources.

MEPT believes that FUNEB could expand the available sources of financing for the sector and ease the constraints that continue to affect access to inclusive, equitable and quality basic education.

Education financing continues to face significant pressures. In May, the government acknowledged that the absence of sustainable funding is compounding the sector's challenges, and called for greater resource mobilisation to address existing shortfalls and improve the quality of teaching.
