An interministerial commission will coordinate the reallocation of human, material and state assets from Mozambique’s abolished provincial State representation services. The measure was announced by the Presidency, which said in a statement that the commission was created by decree of President Daniel Chapo as part of the country’s Public Administration reform.
According to the statement, cited by Lusa, the commission will be responsible for coordinating the transfer of these resources to government ministries, provincial decentralised governance bodies and other public institutions. The objective is to ensure that the process is carried out in an organised manner throughout the implementation of the Public Administration reform.
“The measure aims to ensure an organised, efficient and transparent transition of the resources allocated to the abolished structures, guaranteeing the continuity of public service delivery while improving the management of State resources,” the Presidency said.
The commission has an initial mandate of 12 months and will be chaired by the Minister of State Administration and Public Service, Inocêncio Impissa. Its members will also include the Ministers of Finance; Justice, Constitutional and Religious Affairs; Public Works, Housing and Water Resources; Health; Education and Culture; and Mineral Resources and Energy.
The creation of the commission forms part of the country’s decentralisation process and broader Public Administration reform. Through this initiative, the Government aims to ensure the continuity of public services while promoting more efficient management of State resources.
As part of the reform, on 16 June President Daniel Chapo called for strict compliance “both in spirit and in letter” with the new model of provincial decentralised governance. Speaking during the swearing-in ceremony of the Secretaries of State for Inhambane, Nampula and Cabo Delgado, the President said the new model is designed to eliminate duplication of functions and improve administrative efficiency.
“It is imperative that provincial Secretaries of State ensure strict compliance, both in spirit and in letter, with the new legislative framework governing provincial decentralised governance, particularly during this transition from the duplicated model to the simplified model,” Daniel Chapo said.
The President stressed that the three Secretaries of State will now serve as representatives of the central government in their respective provinces.
According to previously released official information, amendments approved by Parliament provide for the abolition of the eight provincial State representation services, with their responsibilities being transferred to the Provincial Executive Council, headed by the provincial governor. The measure is expected to generate annual savings of more than 1.2 billion meticais (approximately €16.7 million) while accelerating provincial development.
Daniel Chapo also recalled that the legislative reform package is fundamentally based on abolishing the provincial State representation services, eliminating the duplication of responsibilities and conflicts of authority between these bodies and the provincial executive.
