The European Union (EU) has provided around €250 million (18.3 billion meticais) since 2019 to support development in northern Mozambique, of which €95 million (7 billion meticais) was allocated specifically to Cabo Delgado, a province affected by armed violence.
The EU ambassador to Mozambique, Antonino Maggiore, stated: “We have a very strong commitment to our integrated approach that combines humanitarian aid, security support and development.” His remarks were made in Pemba during the Third Partnership Dialogue between the Government of Mozambique and the EU.
The meeting, chaired by the Minister of Foreign Affairs and Cooperation, Maria Manuela dos Santos Lucas, aimed to “strengthen political, economic and social cooperation between Mozambique and Europe.” The EU explained that the funding supports humanitarian assistance, social projects, local organizations and job-creation initiatives in the region.
The €250 million was channelled to the provinces of Nampula, Niassa and Cabo Delgado. In parallel, EU Member States have provided an additional €375 million (27.5 billion meticais) since 2019 to reinforce interventions in the north of the country, the organization told Lusa.
The EU also revealed that between 2024–25, €39 million (2.9 billion meticais) was allocated to address humanitarian needs in Mozambique, with priority given to food, water, sanitation, housing, health, nutrition and emergency education for displaced children.
The Mozambican minister highlighted the progress achieved through cooperation with the EU, stating that “these interactions, carried out within the framework of the Mozambique-EU partnership, have made it possible to deepen cooperation in strategic areas such as peace and security, sustainable economic development, renewable energy, private investment and institutional capacity building.”
During the dialogue, Mozambique and the EU exchanged information on the country’s political, economic and social situation. The meeting also included discussions on the review of the mandate of the EU Military Assistance Mission (EUMAM Mozambique), regarding which the Mozambican government expressed “expectations of its continuation.”
In a joint statement sent to the press, it was noted that “Mozambique and the EU also discussed the situation in Cabo Delgado, agreeing on the need for a comprehensive approach that integrates the dimensions of security, development and humanitarian assistance to address the deep needs of the population.”
