The Mozambican government argued on Wednesday that the new legal framework governing the mining, energy and local content sectors should help ensure that the country’s mineral and energy resources generate increasing value for the national economy and tangible benefits for Mozambicans. The position was put forward by Minister of Mineral Resources and Energy Estevão Pale at a seminar held under the theme ‘Prospects for the Mining, Energy and Local Content Sectors in Mozambique: Gains from the New Legal Framework’, organised within the FACIM grounds in Marracuene.
According to the minister, the presence of representatives from the executive, the diplomatic corps, the private sector, development partners, academia and civil society demonstrated ‘the importance of this matter’ and the need to build ‘a shared understanding of the changes being introduced and the opportunities arising from them’.
Pale explained that the seminar’s theme sits within a broader reform process undertaken by the government to equip the sector with legal instruments suited to the country’s current economic reality, evolving market conditions and national development challenges. ‘This process resulted in the revision and approval of the Mining and Petroleum Laws, as well as the Local Content Law, with the respective regulations currently being drafted,’ he said.
The minister stated that the objective of the reforms is to ensure that Mozambique has ‘a modern, transparent and competitive legal framework capable of promoting investment while simultaneously guaranteeing greater national participation and economic and social benefits for the country’. He added that the government will continue working to ensure that mineral and energy resources contribute to generating new industries, increasing domestic production, creating employment and developing skills.
In this context, Pale highlighted the importance of local content and argued for the creation of conditions under which each new investment generates opportunities for Mozambicans and enables domestic companies to participate in a competitive and sustainable manner in the value chains of large-scale projects.
‘We are talking about opportunities for engineers, geologists, technicians and other professionals, but also for companies in construction, logistics, transport, catering, maintenance, information technology, financial services, consultancy and many other activities,’ he said.
Pale also underscored that the new legal framework seeks to balance the need to attract and secure investment with the national interest in obtaining economic and social benefits. ‘We want a sector that is attractive to investment, that exports, but that also adds value within Mozambique,’ he declared.
During his address, the minister invited participants to take part in the First Conference on Value Addition to Mineral and Energy Resources Available in Mozambique — known as CAVAME-d — to be held at Naca-Porto from 19 to 24 October this year. He explained that the event will present ‘concrete packages for value addition of mineral and energy resources in Mozambique’, while also showcasing mineral products and sector support services at an international conference and exhibition.
Closing the seminar, Pale reaffirmed the government’s commitment to transforming Mozambique’s mineral and energy resources into wealth for its citizens, through a sector capable of attracting investment, creating employment, developing skills and promoting greater national participation across value chains.
