Executive Creates Central Public Procurement Unit to Combat State Corruption

The Minister of Economy, Basílio Muhate, announced on Thursday, August 14, the creation of a central public procurement unit aimed at reducing costs, combating corruption, and restoring dignity in the State.

Speaking at the opening of the first Corporate Governance Congress, held in the city of Maputo, the minister explained that the platform “will be the heart of all public procurement,” also helping to plan, coordinate, supervise, and monitor the acquisition process, ensuring that “every metical is invested fairly and efficiently.”

“This measure will reduce costs, combat corruption, and, above all, restore the dignity of our public procurement system, managed by people of integrity and deserved merit. There will be stronger and more rigorous oversight, with independent committees to monitor investments and the State’s strategic actions,” he added.

Recently, the Executive reported that the State collected 171.8 billion meticais (2.3 billion dollars) in revenues by June 2025, a figure representing less than half of the annual projection.

According to data analyzed during the Council of Ministers meeting, the execution of the Economic and Social Plan and State Budget (PESOE) in the first semester showed that, out of 231 monitored indicators, 134 (58%) met the established targets, 56 (24%) partially met them, and 41 (18%) did not achieve the objectives set for that period. The national economy recorded a 3.9% contraction in Gross Domestic Product (GDP) in the first semester, influenced by post-election demonstrations, armed attacks in Cabo Delgado, the passage of cyclones Dikeledi and Jude, and the effects of tensions in Eastern Europe and the Middle East.

Despite the setback, the Government considers that there has been an improvement in macroeconomic and political stability, highlighting the creation of financing lines for the productive sector and the implementation of measures aimed at population welfare and economic recovery.

In terms of expenditure, the State spent 213.4 billion meticais (2.8 billion dollars) from January to June, corresponding to 41.6% of the annual target, compared to 226.5 billion meticais (3 billion dollars) in the same period in 2024, a real reduction of 8.6%.
