The European Parliament has identified Russia as the primary external threat to the European Union, in a foreign interference report adopted at a plenary session on Tuesday, 15 September.
The document, drawn up by the Special Committee on the European Democracy Shield, was approved by 420 votes in favour, 220 against and 26 abstentions. It sets out recommendations to strengthen the protection of European institutions.
Members of the European Parliament also backed the creation of a European Democratic Resilience Centre, designed to coordinate existing efforts in the prevention, detection, analysis and response to threats in the information space.
According to the report, participation in the centre should be mandatory for all member states, with parliamentary oversight mechanisms in place.
The European Parliament further highlighted hybrid attacks attributed to Russia against critical European infrastructure, including cyberattacks, physical sabotage, arson, espionage and signal interference.
The document also identifies Belarus, China, Iran and North Korea as sources of threats and interference against the EU.
Members of Parliament advocate extending sanctions to individuals and entities that facilitate disinformation campaigns or contribute to circumventing existing restrictive measures.
The protection of EU sovereignty, the integrity of electoral processes and freedom of the media are also among the priorities set out in the report.
