Moza Banco to Manage 726 Million Meticais Rural Finance Facility

Moza Banco is to assume management of the Rural Enterprise Finance Facility, a public revolving financial mechanism of national scope valued at approximately 726 million meticais, with a five-year implementation period.

The facility was established by the Government of Mozambique and the International Fund for Agricultural Development (IFAD) to provide continuity to the Rural Enterprise Financing Project, whose activities concluded in March of this year.

According to a statement from Moza Banco, the institution will act as fund manager, taking responsibility for the custody of resources, the operationalisation of the credit cycle, and accountability to the Ministry of Planning and Development, the Economic Rehabilitation Support Fund, and IFAD. The facility combines three support instruments: bank credit, an investment mobilisation fund, and technical assistance. Deployment will be channelled through commercial banks, microbanks, microfinance institutions, and community-based and local development financial entities, with the aim of bringing resources closer to rural areas.

Financing is directed at producers, micro, small, and medium-sized rural enterprises, as well as aggregator companies operating across value chains in agriculture, livestock, fisheries and aquaculture, agro-processing, transport and logistics, and rural trade and services.

The facility was presented at the National Dissemination Seminar on the Rural Enterprise Finance Facility, held in the city of Nampula and organised by the Ministry of Planning and Development through the Economic Rehabilitation Support Fund. The event brought together government representatives, provincial and municipal authorities, financial institutions, companies, and organisations linked to local development.

During the seminar, Moza Banco's Executive Board Chairman, Manuel Soares, highlighted the importance of the mechanism's revolving character in ensuring financing continuity. 'The revolving nature of this facility is not a technical detail — it is the condition of its existence. Each timely repayment is a new project that becomes possible,' he said. Soares added that the bank assumes the mandate with the responsibility to 'manage well, be accountable, and return to the country a fund stronger than the one we received.'

Moza Banco had previously been responsible for operationalising disbursements under the Rural Enterprise Financing Project. The capital recovered from those operations forms the foundation of the current Rural Enterprise Finance Facility. The institution regards management of the fund as reinforcing its role in agribusiness and MSME financing, with a focus on expanding sustainable economic activity in Mozambique's rural zones.
