On Wednesday 12 March, Maputo hosted two important meetings for the country’s economic future. Finance Minister Carla Louveira received the Spanish ambassador to Mozambique, Teresa Orjales, and the US ambassador, Peter Vrooman, separately to discuss issues related to international cooperation and support for the country’s development policies.
According to an article published this Friday, March 14, by the newspaper O País, the meeting with Peter Vrooman focused on the United States’ continued support for the country, through important initiatives such as the Global Fund, the US Agency for International Development (USAID) and the World Food Programme (WFP). However, the ambassador was keen to point out that some of this support remains suspended due to decisions by President Donald Trump. Despite this, he assured that he was working towards the resumption and continuity of support in crucial areas for the country’s development, such as health, food and education.
In response, the minister addressed the implications of the suspension, emphasising that the current situation creates imbalances in the proposal for the 2025 Economic, Social Plan and State Budget (PESOE). Louveira emphasised that the country continues to face fiscal challenges as a result of the suspension and stressed the importance of guaranteeing economic stability in order to fulfil the objectives of sustainable development.
During the meeting, Vrooman also asked the minister about the government’s new institutional structure, with a focus on the reforms underway. Carla Loveira explained that the restructuring of the government machine, fiscal consolidation and good governance are the three main areas of focus for the Executive, which aims to ensure greater efficiency and transparency in public finances.
In the second meeting, Teresa Orjales, the Spanish ambassador, expressed her country’s willingness to continue supporting Mozambique, reinforcing its commitment to the country’s development policies.
The Spanish diplomat also spoke about the 4th International Conference on Financing for Development, which will be held in Seville, Spain, between 30 June and 3 July 2025. According to Orjales, the conference will be a vital opportunity to accelerate the implementation of the 2030 Agenda and support the reform of the international financial architecture, as well as advancing the sustainable development goals.
The minister welcomed Spain’s invitation for Mozambique to take part in the conference, emphasising the country’s commitment to the 2030 Agenda and the reform of the international financial architecture. Carla Louveira also emphasised that the country’s participation in the event will be fundamental to strengthening bilateral relations and to guaranteeing the funding needed to achieve the sustainable development goals.
