The Composition of Daniel Chapo’s New Government Has Been Announced. Who Are the New Ministers?

Two days after his inauguration, the fifth Mozambican President, Daniel Chapo, using the powers conferred on him by Article 159(1)(b) of the Mozambican Constitution, has appointed the members of his government in separate orders.

According to the document made public, after more than 10 years, Mozambique will once again have a woman as prime minister. She is Maria Benvinda Delfina Levi, a former judge and Minister of Justice. Remember that this post was once held by Luísa Diogo.

The press release mentioned the names of 12 ministers, namely Cristovão Chume who, as in Filipe Nyusi’s term, will once again hold the post of Minister of National Defence; Paulo Chachine will become Minister of the Interior; Maria Manuela Lucas will hold the portfolio of Foreign Affairs and Cooperation.

Carla Louveira, who in the former government was deputy minister of Economy and Finance, will take over the newly created Ministry of Finance; Inocêncio Impissa has moved from deputy minister to minister of State Administration and Civil Service.

Roberto Albino was also appointed to the post of Minister of Agriculture, Environment and Fisheries, the former CEO of the Mozambique Stock Exchange, Salim Valá, is the new Minister of Planning and Development, while Estevão Pale was appointed to the post of Minister of Mineral Resources and Energy.

The document also states that Daniel Chapo has nominated Basílio Muhate for the post of Minister of the Economy; Américo Muchanga for the post of Minister of Communications and Digital Transformation; João Mtlombe for the post of Minister of Transport and Logistics; and Isse for the post of Minister of Health.

A final note on the absence of two ministries: Justice, one of the ministries that no longer exists, along with the Ministry of Culture.
