European Union Mobilises €1.2 Billion to Support Green Transition in Mozambique

The Government and the Team Europe initiative announced this Wednesday (20) in Maputo, during the 2nd edition of the High-Level Political Dialogue on the Green Deal, the strengthening of cooperation to accelerate the green transition and reinforce the country’s climate resilience, in an initiative valued at around €1.2 billion up to 2027. The funding will mainly be directed to renewable energy and biodiversity protection sectors.

During the opening of the meeting, the Minister of Agriculture, Environment and Fisheries, Roberto Albino, stated that Mozambique is reviewing key strategic instruments to adapt public policies to new environmental and economic challenges. According to the minister, the country is increasingly facing severe impacts caused by cyclones, droughts and floods, which continue to affect the national economy and communities.

“It is our mission to transform this vulnerability into opportunities that benefit the country and communities,” said Roberto Albino. He also stressed that the energy transition remains among the Government’s top priorities, highlighting ongoing measures such as the expansion of domestic gas use and solar energy deployment.

The minister added that Mozambique approved in 2025 the National Climate Finance Strategy 2025–2034, a framework aimed at mobilising resources to strengthen economic resilience and support climate mitigation actions.

Roberto Albino also explained that the country is updating its Nationally Determined Contribution, the National Climate Change Adaptation and Mitigation Strategy, and other instruments related to biodiversity, the blue economy and a just energy transition.

“We want to mobilise investments to achieve the Sustainable Development Goals. Adaptation remains our main climate priority,” he said.

On his part, the European Union Ambassador to Mozambique, Antonino Maggiore, stated that the country has strategic conditions to develop a competitive green economy.

“The potential of Mozambique in renewable energy, biodiversity, forests, marine ecosystems and agricultural resources represents an extraordinary set of strategic assets for the future,” said the European diplomat.

He further noted that the issues discussed at the meeting are interconnected, particularly in the areas of climate finance, energy transition and biodiversity conservation. According to him, protecting natural capital also contributes to strengthening food security, rural livelihoods and long-term economic stability.

According to data presented during the dialogue, the Team Europe Initiative – Green Deal for Mozambique foresees mobilising around €1.05 billion for the energy sector and €150 million for biodiversity protection, through investments, technical assistance, loans and financial guarantees up to 2027.

The meeting also served to reinforce preparations for the upcoming EU–Mozambique Global Gateway Forum scheduled for June, as well as to identify new cooperation opportunities between the parties.

“Team Europe remains firmly committed to working alongside Mozambique in a spirit of partnership and shared ambition,” concluded Antonino Maggiore, reaffirming European support for building a more resilient, sustainable and inclusive Mozambique.
