COP30: Government Seeks Strategies in Brazil to Mitigate Climate Change Impacts

President of the Republic, Daniel Chapo, is taking part in the leaders’ summit being held from November 5 to 8 in the city of Belém, Brazil. The event precedes the 30th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP30), which will also take place in the same region from November 10 to 21.

According to a statement from the Presidency of the Republic, the Head of State will participate in two discussion panels entitled “Climate and Nature: Forests and Oceans” and “Ten Years of the Paris Agreement: Nationally Determined Contributions and Financing,” where he will address countries’ actions to mitigate the effects of climate change.

COP30 is a global event that will bring together world leaders, civil society, scientists, and other key climate stakeholders to discuss proactive strategies to tackle climate change, aiming to find solutions for the preservation of the planet through accelerating climate recovery, reducing carbon emissions, and promoting renewable energy and green technologies.

Chapo will be accompanied by the Minister of Foreign Affairs and Cooperation, Maria Manuela dos Santos Lucas; the Minister of Agriculture, Environment, and Fisheries, Roberto Mito Albino; the Minister of Communications and Digital Transformation, Américo Muchanga; and the Minister in the Presidency for Civil Affairs, Ricardo Xavier Sengo.

The delegation also includes the Secretary of State for Foreign Affairs and the Mozambican Community Abroad, Maria de Fátima Manso; the President of the National Institute for Disaster Risk Management and Reduction, Luísa Celma Meque; and officials from the Presidency of the Republic and other state institutions.

Recently, the Government announced plans to mobilize 4.5 billion meticais (70 million USD) to operationalize the national early warning system, one of the key priorities Mozambique will present at COP30.

The information was shared by Rosália Pedro, a specialist from the National Directorate of Climate Change, during the national preparatory meeting for the event, which will, for the first time, be held in a Portuguese-speaking country.

According to the document presented by the official, Mozambique emphasizes the need to accelerate the operationalization of the Loss and Damage Fund, estimated at 83 billion meticais (1.3 billion USD) annually until 2035, with direct access for countries highly vulnerable to climate change. The Mozambican proposal also highlights the urgency of simplifying criteria and requirements for access to climate financing.

Among the main points of Mozambique’s intervention at COP30, the country will also advocate for greater involvement of the private sector in green transition projects and emphasize the need to promote climate resilience in communities most exposed to extreme weather events.
