Provincial Assembly Members Sworn in Across Country

The 867 new members of Mozambique’s 10 provincial assemblies, chosen in the general elections of 9 October, were sworn in across the country on Monday in the presence of government members.

“The provincial assembly is called upon to observe and ensure the Constitution of the Republic and other laws and technical-deontological guidelines of the central bodies are obeyed during its operation,” the transport and logistics minister, João Matlombe, said on Monday.

The minister, who was speaking during the swearing-in ceremony of the new members of the Maputo provincial assembly in the south of the country, pointed out that this fourth investiture is part of the new model of decentralised provincial governance.

“It’s an unequivocal sign of the consolidation of democracy and the participation of citizens in governance processes at the local level,” said the minister.

João Matlombe stressed that, as the deliberative body of decentralised provincial governance, the assembly has “increased competencies and responsibilities” in implementing the goals of the 2020/2025 and 2025/2029 terms of office.

“Both by approving the five-year programme of the decentralised provincial governance bodies and other development plans for the province, and by approving the annual activity plans and budget, as instruments for operationalising the five-year plan,” he concluded.

On 23 December, Mozambique’s Constitutional Council (CC) proclaimed the ruling Mozambique Liberation Front (Frelimo) the winner in the 10 provincial assemblies, thus electing all the country’s provincial governors.

According to the figures proclaimed by CC president Lúcia Ribeiro, Frelimo elected Manuel Tule as governor of Maputo province with 461,257 votes (49.88%).

In Gaza, the ruling party elected the front-runner Margarida Chongo with 437,921 votes (78.23%), while in Inhambane, it elected Francisco Pangula to the post, where he won 268,514 votes (70.45%).

In Sofala, it elected Lourenço Bulha as governor with 403,391 votes (66.02%); in Manica, it got 357,883 votes (76.55%), with Francisca Tomás as governor, while Pio Matos was elected in Zambézia, with Frelimo getting 474,965 votes (56.61%).

Domingos Viola will be governor of Tete, where the party won 658,350 votes (78.56%).

The data presented show Eduardo Abdula as the governor of Nampula, with Frelimo winning 413,270 votes (50.71%).

Valige Tauabo is the governor of Cabo Delgado, where the ruling party won 247,672 votes (61.54%), and in Niassa, Frelimo won 178,757 votes (69.20%), putting Elina Judite in the governor’s post.

According to the CC proclamation, Frelimo also won the majority of the 867 terms of office for the ten provincial assemblies, having elected 624 members. The Mozambican National Resistance (Renamo) had 97, Podemos had 67, the Mozambique Democratic Movement (MDM) had 58, the Democratic Revolution (RD) had six, the Mozambique Humanitarian Party (Pahumo) had eight, the National Reconciliation Party (Parena) had five, and the Social Renewal Party (Pareso) had two.

Since 21 October, when the contestation of the process surrounding the 9 October general elections began, the Decide electoral platform’s registry counts 633 people shot, as well as 314 dead and at least 4,228 detained.
