Mozambique Urges Open Negotiations Between Russia and Ukraine

Ambassador Pedro Comissário, representing Mozambique as a non-permanent member of the United Nations Security Council, has called for urgent open negotiations between Russia and Ukraine to end the war, sparked off by the full-scale Russian invasion of February 2022.

Data from the UN High Commissioner for Human Rights points out that the war in Ukraine has already caused the death of more than 7,000 civilians and caused the displacement within and outside of Ukraine of more than 14 million people.

According to Commissario, the two countries must cease hostilities through good-faith dialogue, giving high priority to humanitarian work as a way to alleviate the suffering of the victims.

“After almost a year of armed conflict, the war shows little sign of abating”, the diplomat said, quoted in Tuesday’s issue of the Maputo daily “Notícias”, lamenting the fact that “Europe, the epicentre of the two tragic world wars and a Cold War, is once again a grim battlefield.”

Right now, 17.7 million Ukrainians are in need of humanitarian aid and 9.3 million need food aid and housing, according to UN.

Comissário recalled that the concept of collective security was at the heart of the creation of the United Nations. “This is a concept enshrined in the Charter and cherished by all peace-loving nations. In this sense, we can only welcome the efforts of this body to address the problem”, he said.

Mozambique has been a Non-Permanent Member of the United Nations Security Council since early January this year, having been elected in June 2022 for a two-year term. Next March, Mozambique may assume the rotating presidency of this body for 30 days.

The latest UN figures rank the refugee crisis in Ukraine as the worst in Europe since World War II (1939-1945).
