Mozambique to Regulate AI Use in Education Sector This Year

Mozambique’s government is in the advanced stages of drafting regulation governing the use of Artificial Intelligence (AI) in the education sector, with the framework expected to be submitted to the Council of Ministers for consideration and approval before the end of the year.

The announcement was made on Wednesday (16) in Maputo by Minister of Education and Culture Samaria Tovela, on the sidelines of the opening of the 4th National Conference on Distance Education, which is examining the main challenges and solutions facing the sector, according to newspaper O País.

Tovela said the document aims to establish clear rules for the use of AI in educational institutions, with the objective of protecting the quality of education and ensuring that the technology is used in a responsible and ethical manner.

The regulation is expected to focus in particular on the use of generative AI — a technology capable of creating content and providing responses based on commands entered by users.

“We are working with all institutions. We have already held working meetings and the document is being produced. In a short time we will present it and, subsequently, the rules will be taken to the Council of Ministers for approval,” Tovela said. The minister added that the rules will apply nationwide and are intended to cover all levels of education, from primary through to higher education.

Distance Education Reaches 75,200 Students

During the conference, preliminary data on distance education in higher education for 2025 were also presented, showing that the modality covers approximately 75,200 students, equivalent to 26.6% of the total higher education student population in the country.

For Tovela, the figures demonstrate the role of distance education in broadening access to learning, particularly for young people, women, working adults, and other citizens who see the modality as an opportunity to acquire new skills and improve their lives. The minister also said that the expansion of distance education contributes to increasing citizen participation in national development.
