Mozambique Tightens Controls on the Creation and Operation of Universities 

Meeting on Tuesday (27-06) in its 23rd ordinary session, the Council of Ministers approved measures that will tighten controls on the creation and operation of higher education institutions in Mozambique, in order to ensure their highest quality.

The Decree, under the terms of number 3 of article 34 of Law number 1/2023 of 17 March, approves the Regulation of Licensing and Operation of Higher Education Institutions and revokes Decree number 46/2018 of the 1st of August.

Speaking to the press after yesterday’s cabinet session, spokesperson Filimão Suaze explained that the review aims to improve the quality of higher education institutions in Mozambique, focusing on the qualifications of the teaching staff and researchers teaching at undergraduate, masters and doctorate level, including as a requirement the relevant publication in scientific journals.

“The revision also aims at reinforcing requirements and demands for the creation of higher education institutions; the introduction of pre-inspection in the creation process as a minimum requirement for the establishment of a higher education institution; the strengthening of supervision and inspection mechanisms for compliance with higher education norms and other current legislation; and the strengthening of sanctioning measures for situations where there is non-compliance,” Suaze explained.

In the same session, the Council of Ministers also approved the Decree concerning the Regulation for Communication of Employment Vacancies and Pre-Professional Internships. The regulation establishes the norms and procedures applicable to the process of communicating job vacancies and pre-professional internships to the competent and specialised entity in matters of employment, and applies to all employers and public administration bodies, namely, the direct and indirect administration of the state, local authorities and other public legal entities.

The government also approved changes on dam safety.

“The Decree amends Articles 26, 28, 29, 30 and 49 and Annex 4 of the Dam Safety Regulation, approved by Decree No. 33/2017, of 19 July. The changes aim to create conditions for a better response to the challenges related to the safety of dams, with regard to the design, construction, first filling, exploitation, inspection and observation and abandonment of dams,” Suaze reported.

According to Suaze, the Council of Ministers also approved the Resolution on the Distance Education Strategy 2023-2032. Suaze, who is also Deputy Minister of Justice, Constitutional and Religious Affairs, explained that the strategy constitutes a guiding document for the implementation of distance learning in Mozambique, with a view to promoting the inclusive human development advocated in the Sustainable Development Goals.
