Mozambique human rights oversight is improving as new monitoring structures in Cabo Delgado strengthen transparency around natural gas developments.
Reinforcing Accountability in a Strategic Province
Mozambique human rights oversight 2025 advanced after President Daniel Chapo visited the new provincial office of the National Human Rights Commission (CNDH – Comissão Nacional dos Direitos Humanos) in Cabo Delgado. This visit marked the first time a Mozambican President engaged directly with the institution at provincial level. It also showed a stronger national commitment to transparency in a region central to the country’s energy future.
During the visit, President Chapo addressed international perceptions about alleged abuses. He stated that, after these concerns first appeared, the CNDH carried out investigations in Palma, Afungi and other affected districts. These assessments were completed in coordination with the Attorney General’s Office (PGR – Procuradoria-Geral da República). According to the President, the investigations did not confirm any of the allegations raised abroad. This clarification aims to bring more factual understanding to an area where competing narratives have shaped diplomatic and commercial discussions.
Building Credibility Through Local Oversight
The creation of a permanent CNDH office in Cabo Delgado offers a clearer oversight mechanism for partners active in the province. By establishing monitoring capacity on the ground, the Government can respond more effectively to investor concerns. This step also aligns with the expectations of global operators, who view governance and rights safeguards as essential elements in large-scale project planning.
The initiative carries particular importance for natural gas projects in Palma and Afungi. Companies and financiers regularly highlight the value of strong oversight in their decisions. President Chapo also visited the Northern Operational Theatre and met Mozambican and Rwandan forces. He stressed that progress on security must move together with reconstruction and better public services. This integrated approach supports long-term stability and helps communities rebuild. It also strengthens the conditions needed for large energy projects to operate safely and sustainably.
The Government continues to improve coordination between security actors, civil authorities and development partners. As institutions work more closely, the region gains a clearer framework for reconstruction and economic recovery. This cooperation helps create steady conditions for the return of services, resettlement and local business activity.
