The Mozambican government announced on Monday that it is preparing the Operational Plan for Digital Transformation (POTD), a three-year roadmap designed to guide the digitalisation of the public sector with the twin objectives of improving access to public services and curbing corruption, according to Lusa.
Adilson Gomes, chairman of the Digital Transformation and Innovation Agency, said the process "will touch all sectors", beginning with a direct impact on citizens, who "must feel the effect of digital transformation in their lives", as well as on service delivery quality and the efficiency of the Mozambican state.
Gomes was speaking in Maputo at the opening of the second ordinary session of the Multisectoral Technical Commission for Coordinating the Implementation of Digital Transformation, a body that brings together several ministries and is responsible for designing and implementing the government's digitalisation strategies.
Among the progress already recorded is the Citizen Portal, an operational platform that currently offers 26 services and has registered more than 3,000 users, with the stated objective of facilitating access to public services from any location across the country.
"The focus, or the objective vision, of the Citizen Portal is precisely for those citizens who are outside cities, outside localities, and even beyond borders, who need to access public services but do not have a public institution to serve them," Gomes explained.
According to Gomes, it is already possible, by way of example, to access services related to driving licences, the Tax Authority, and company registration from any point in the country. In parallel, the government is seeking to consolidate the various digital transformation projects under the POTD framework.
Gomes noted that there are currently many digitalisation projects running across different state sectors, with fragmented and dispersed funding streams. At the first coordination meeting, a decision was taken to pursue a "harmonisation of the various sectors" so that the plan "brings them all together, reflecting the image and likeness of overall state management".
"We believe that only by consolidating these projects, simplifying processes and systems, and integrating databases will we be able to significantly reduce the expenditure we currently incur on digitalisation," Gomes said. He added that there are also "many dispersed funding streams" from donors and other entities that the plan intends to bring into a single, unified process.
