Mozambique’s Assembly of the Republic will resume its fourth ordinary session of the current legislature on 28 October, running through to December, with 35 items scheduled for debate and consideration.
According to a report by Lusa, the agenda was approved on Thursday, 1 October, by the Permanent Commission of the Assembly of the Republic, meeting in Maputo. Key items include the Annual Report of President Daniel Chapo and a resolution proposal on the 2025 annual report of revenues derived from liquefied natural gas (LNG) extraction.
Members of parliament are also expected to examine the 2025 General State Accounts, the annual report of the ombudsman, and questions directed at the government. The session is further expected to include discussion of the proposed Economic and Social Plan and State Budget (PESOE) for 2027.
The review of natural gas revenues comes as Mozambique advances several major LNG projects in the Rovuma Basin, off the coast of Cabo Delgado, where some of the world’s largest natural gas reserves have been discovered.
Among these is Mozambique LNG, led by TotalEnergies at Afungi, which resumed activities in January of this year after having been suspended since 2021 due to the security situation in Cabo Delgado.
In the same region, the Rovuma LNG project, led by ExxonMobil, is planned with a projected capacity of 18 million tonnes of LNG per year and an estimated investment of approximately US$30 billion.
These projects are complemented by Coral Sul FLNG, in Area 4, which has been producing LNG since 2022 with a capacity of approximately 3.4 million tonnes per year. The Coral Norte FLNG project is also under development, with a planned capacity of 3.55 million tonnes per year and an estimated investment of US$7.2 billion.
The parliamentary agenda also includes the proposed Activity Programme of the Assembly of the Republic for 2027 and its corresponding budget, a proposed revision of the Land Law, and a bill establishing a legal framework for tobacco control and its derivatives.
Members of parliament are additionally expected to consider proposed legislation on Personal Data Protection and on the organisation and functioning of the Public Administration, as well as authorisation for the government to revise the Highway Code. Revisions to the Customs Procedure Code and the Tax Procedure Code are also scheduled, alongside a proposed Merchant Marine Law.
The fourth ordinary session of the Assembly of the Republic opens on 28 October with 35 items initially inscribed on the agenda. The opening session will be presided over by parliament speaker Margarida Talapa, followed by addresses from the leaders of the four parliamentary groups.
Frelimo holds an absolute majority with 171 of the 250 seats, while the Povo Optimista para o Desenvolvimento de Moçambique (Podemos) party holds 43 seats, Renamo 28, and the Movimento Democrático de Moçambique (MDM) eight, following the general elections of 9 October 2024.
