Mozambique’s Assembly of the Republic and the Parliament of Libya have expressed their intention to strengthen institutional cooperation between the two countries, through the negotiation of a memorandum of understanding aimed at formalising bilateral relations.
According to the Mozambique Information Agency (AIM), the commitment was made on Tuesday in Maputo, during an audience between the Speaker of the Assembly of the Republic, Margarida Talapa, and Libya’s ambassador accredited to Mozambique, Saleh Elbuaishi. At the conclusion of the meeting, the Libyan diplomat described the audience as ‘an important step towards opening the horizons of institutional cooperation between both Parliaments’.
During the audience, the ambassador also conveyed greetings from Libyan authorities to President of the Republic Daniel Chapo, to the Government, and to the Mozambican people, reiterating his country’s desire to deepen relations of friendship and cooperation with Mozambique.
The spokesperson of the Assembly of the Republic, Oriel Chemane, explained that the meeting focused on the mechanisms needed to strengthen parliamentary cooperation between the two states. ‘The Speaker of the Assembly of the Republic expressed her intention to see bilateral cooperation relations between the two parliaments strengthened, to the extent that she proposed that, through a memorandum of understanding to be signed in the future, both entities could work together in parliamentary cooperation,’ he said.
According to Oriel Chemane, the future memorandum is expected to provide for the exchange of delegations at the highest level, also involving members of parliament and parliamentary staff, with a view to sharing experiences and strengthening institutional capacities.
During the meeting, Saleh Elbuaishi also conveyed a verbal invitation from the Speaker of the Libyan Parliament for Margarida Talapa to make an official visit to Libya, in the context of deepening bilateral relations.
According to the spokesperson, Margarida Talapa welcomed the invitation favourably, though no date was set for the visit. Oriel Chemane clarified that the two parliaments do not yet have a formal bilateral cooperation instrument, despite maintaining contacts at international forums. ‘Formally we have never had bilateral cooperation relations. There are meetings that have been taking place at the level of parliamentary forums, such as the Pan-African Parliament and the Inter-Parliamentary Union, where there are bilateral consultations,’ he explained.
