The Mozambican government on Monday launched a national debate on the definition of the Higher Education Strategic Plan 2027–2036, through the convening of the National Higher Education Conference — an initiative designed to gather contributions to guide the development of the sector over the next decade.
At the opening session, Minister of Education and Culture Samaria Tovela said the conference is the outcome of a broad consultation process conducted across all provinces of the country, involving higher education institutions, lecturers, researchers, students, private sector representatives, cooperation partners, and other stakeholders within the education system.
"The conference is the result of a wide-ranging consultation process carried out throughout the country," the minister said, adding that the contributions collected will form the basis for drafting a strategic plan capable of addressing the current and future challenges facing Mozambican higher education.
According to Samaria Tovela, the primary objective is to define a strategic vision for a more inclusive and high-quality higher education system aligned with national development priorities, reinforcing its role in human capital formation, the promotion of scientific research and innovation, and the economic and social transformation of the country.
The minister also stressed that the initiative is aligned with the priority assigned to the education sector by the President of the Republic, arguing that sustainable development depends on the existence of higher education institutions capable of producing knowledge and training qualified professionals to meet the needs of the labour market and society.
The National Higher Education Conference is being held on 6 and 7 July in Maputo, bringing together leaders of public and private higher education institutions, academics, researchers, students, private sector representatives, professional organisations, national and international partners, as well as media organisations.
Over two days, participants will debate issues relating to access and quality in higher education, graduate employability, research, innovation, digital transformation, governance, financing, and the internationalisation of institutions, with recommendations feeding into the definition of sector priorities through to 2036.
