Mozambique's Cabinet has approved a resolution establishing the Pre-School Education Strategy 2027–2036, adopted at the 26th ordinary session of the Council of Ministers held on Tuesday, 1 July. The instrument sets the policy direction for early childhood education in the country through to 2036.
According to information released by the Council of Ministers secretariat, the strategy is designed to guide the progressive and inclusive expansion of pre-school education in Mozambique, with an emphasis on equitable access and the holistic development of young children.
The approval comes against a backdrop in which access to early childhood education remains a significant challenge. Data from the United Nations Children's Fund (UNICEF) indicate that only a small proportion of children attend pre-primary schooling, with pronounced disparities in access between urban and rural areas.
Against this context, the Pre-School Education Strategy 2027–2036 is intended to guide the expansion of this level of education, addressing current shortfalls and strengthening early learning opportunities across the country.
The strategy is also expected to contribute to preparing children for entry into primary school, with implementation spanning the ten-year period from 2027 to 2036.
The measure approved by the government forms part of the broader framework for public policy on pre-school education and is set to guide actions in this sector over the coming decade.
The adoption of the resolution marks a new milestone in the formulation of public policy for pre-school education in Mozambique. The Pre-School Education Strategy 2027–2036 now serves as the definitive policy instrument for the sector, with full implementation targeted by 2036.
