The governments of Mozambique and Brazil agreed on Monday (14) to strengthen cooperation in improving public administration, through the sharing of knowledge and technical expertise in service management, with the aim of enhancing service delivery to citizens in both countries. The agreement was formalised through a memorandum of understanding signed by the ministries responsible for the sector.
Finance Minister Carla Louveira described the instrument as "another relevant milestone in deepening the cooperation relationship between Mozambique and Brazil." According to the minister, the partnership establishes an institutional foundation for the development of technical cooperation activities between the two countries.
Signed by Mozambique's Ministry of Finance and Brazil's Ministry of Management, Innovation, and Public Services, the agreement provides for the exchange of knowledge and experience across different areas of public administration. The initiative aims to contribute to improved service management and support the implementation of reforms in the sector.
Louveira argued, however, that cooperation must go beyond the simple sharing of experiences and contribute to making public services more efficient, sustainable, and accessible to the population. "We would like to grow, also adding the elements that relate to efficiency, sustainability, and the scaling up of services at all levels," she said.
As part of the first actions envisaged under the memorandum, a Brazilian delegation is currently in Mozambique to begin training Mozambican technicians in areas including management, innovation, centralisation of procurement, and public purchasing. The training programme constitutes one of the first concrete initiatives under the bilateral cooperation framework.
For the minister, improving the quality of public services also depends on motivated, committed, and properly trained civil servants. In this regard, she advocated for continuous professional development in areas such as payroll management, state asset management, and public procurement.
"We are therefore convinced that the vast experience of the Brazilian specialists, combined with the willingness and commitment of our staff to learn, will produce very positive results. This is the beginning of a cooperation process that we hope will be long-lasting," Louveira said.
For his part, the Executive Secretary of Brazil's Ministry of Management and Innovation in Public Services, Cilair Rodrigues de Abreu, noted that cooperation between the two countries spans 49 years and described the initiative as reinforcing the bonds of friendship between Mozambique and Brazil.
"We understand that every good relationship must be reciprocal. We are here to imagine a better future for our societies, through the state's capacity to provide goods and services to the population," he said.
Rodrigues de Abreu also highlighted the challenges arising from rapid digital and socioeconomic transformations, and from growing citizen demands for efficiency and transparency. According to the Brazilian official, these shifts require a greater capacity on the part of the state to respond to the needs of the population.
