Mozambique and Angola Sign Bilateral Cooperation Agreements in Various Fields. Find Out Which Ones

On Friday (16), the governments of Mozambique and Angola signed five legal instruments to strengthen bilateral cooperation in the areas of transport, culture, social action and tourism.

According to Lusa, the agreements were signed during a two-day working visit to Angola by President Daniel Chapo, who highlighted the importance of the partnership, which will enable air links between the two countries, essential for accelerating economic development.

‘We believe that the signing of these agreements is important because they will allow, for example, permanent air links between Mozambique and Angola, between Maputo and Luanda, from our capitals or even from other provinces, because economic development depends on the movement of people and goods,’ Chapo said after a meeting with his Angolan counterpart, João Lourenço.

On that occasion, agreements were signed on air services and merchant shipping and ports; a memorandum of understanding between the two countries in the field of social action and gender equality; an Executive Programme of Cooperation in the cultural field for the 2025-28 triennium between both countries; and another memorandum of understanding between the Mozambican Institute of Tourism (Inatur I.P.) and the Angolan Institute of Tourism (Infortur).

During this two-day visit, which ends on Saturday (17) at the invitation of João Lourenço, with the aim of strengthening bilateral relations and identifying opportunities for investment and economic cooperation, Daniel Chapo was accompanied by a delegation including the Ministers of Foreign Affairs and Cooperation, Maria dos Santos Lucas, of Mineral Resources and Energy, Estevão Pale, of Economy, Basílio Muhate, and of Transport and Logistics, João Matlombe, as well as the Secretary of State for the Treasury and Budget, Amílcar Tivane.

‘An extremely positive visit, with concrete results in terms of the signing of legal instruments,’ summarised Chapo, who took the opportunity to reiterate the commitment to continue working “as two brother countries” for the effective implementation of these agreements.

‘May they bring results for both countries and may we continue to create better living conditions for our two peoples (…), because Mozambique is Angola, Angola is Mozambique. We are brothers and we must remain united, cohesive and work ever harder to develop our two countries,’ Chapo concluded.

According to the Angola-Mozambique Chamber of Commerce and Industry (CCIAM), in 2024, trade between the two countries reached around US$10 million.

The Mozambican Presidency said yesterday that the Head of State’s visit to Angola ‘is an opportunity to strengthen bilateral relations, to give them a more proactive dynamic and to identify other areas of cooperation of mutual interest, with emphasis on the economic sphere.’

In addition to meeting with his Angolan counterpart, Daniel Chapo’s programme included a visit to the Luanda-Bengo Special Economic Zone and a dinner in his honour organised by the Angolan Association of Banks.

According to the Angola-Mozambique Chamber of Commerce and Industry (CCIAM), trade between the two countries reached around US$10 million in 2024.

The president of CCIAM, Célia Cipriano, stressed that Angolan companies operating in Mozambique are mainly active in the oil, energy, logistics and agro-industry sectors, while the presence of Mozambican companies in Angola is ‘still somewhat modest, but growing,’ especially in light of the strengthening of bilateral relations.

‘We currently have 38 bilateral agreements, which are fundamental to boosting both Angola and Mozambique, facilitating business and bilateral trade,’ she said, adding that Daniel Chapo’s visit to Luanda will promote new opportunities and key partnerships in areas such as agriculture, tourism, industry and vocational training.
