The members of the new government sworn in on Saturday (18) in Maputo by Mozambican President Daniel Chapo have 45 days to declare their assets and submit the respective documents to the Attorney General’s Office (PGR).
Speaking during the 1st ordinary session of the Council of Ministers, Chapo said that all ministers must comply with the provisions of the Public Probity Law, which calls for the assets form to be sent to the PGR.
‘Don’t forget that you have 45 days to submit the assets declaration to the PGR, under the terms of the Public Probity Law, in order to safeguard the transparency, ethics and image of the government. I therefore leave you with this legal recommendation,’ he added.
The declaration must contain personal identification data and all the elements that allow an accurate assessment of the assets and income of the declarant and their spouse, or person living with them in a situation similar to that of a spouse, minor children and legal dependents.
The document also includes real estate assets, quotas, shares or other shares in the capital of civil or commercial companies, rights to boats, aircraft or vehicles, rights to use and exploit land, livestock, securities portfolios, bank accounts, mobile portfolios, equivalent financial investments, as long as they exceed 800,000 meticals.
The declaration is made and deposited electronically. In cases where it is not possible to send it electronically, the document must be submitted in person, or through an agent with power of attorney.
In addition to ministers, the law also covers the heads of state institutions, political party leaders, magistrates, counsellor judges, managers, administrators, coordinators and those responsible for projects at all levels to be implemented in state bodies, including the Defence and Security Forces (FDS), municipal police, traffic police, agents of the National Criminal Investigation Service (SERNIC) and all agents of all branches.
The law also covers contractors, with or without pay, from local state bodies, substitutes for any position or function for more than 90 days, and other political and public positions that may be created.
