Matola to Offer 300+ Moto-Taxi Operators Licence Waivers and Driver Training Aid

More than 300 moto-taxi operators working across various ranks in the city of Matola are set to benefit from six-month operating licence exemptions and subsidies to obtain driving licences, under a new municipal support package.

The initiative forms part of a broader set of measures announced by Matola Municipal Council President Júlio Parruque, aimed at reducing road accidents, strengthening traffic safety, and improving the organisation of the moto-taxi sector.

The measures were unveiled on Saturday (12) during the first Municipal Dialogue with Moto-Taxi Operators, an event organised by the Matola Municipality to hear directly from sector participants and establish frameworks for its regulation.

According to Parruque, the driving licence support scheme is designed to address the lack of formal training and certification among some operators — a gap he described as one that 'can contribute to the occurrence of road accidents.'

Beyond skills development, the Municipality intends to strengthen oversight and identification of operators through the creation of a dedicated identification system for Matola's moto-taxi drivers.

'The moto-taxi business cannot compromise urban order. It is necessary to create a control system for motorcycles as a way of ensuring greater safety in the exercise of the activity,' Parruque said.

The municipal president acknowledged the role moto-taxi operators play in the city's transport network, describing them as partners of the Municipality in ensuring citizen mobility.

Parruque called on operators to conduct their business in accordance with established norms, respecting traffic regulations and placing the safety of both drivers and passengers at the centre of their operations.

Through these measures, the Municipality seeks to reconcile the importance of the moto-taxi service to urban mobility with the need for greater discipline and safety on Matola's roads.
