MAEFP Seeks to Align New BGF Phase With National Development Priorities

The Ministry of State Administration and Public Service (MAEFP) is advocating for the fourth phase of the Good Financial Governance Partnership Programme (BGF4) to be aligned with national development programmes and strategic planning instruments, according to the Mozambique Information Agency.

The position was presented on Wednesday, 23 September, in Maputo, by MAEFP Permanent Secretary Virgulino Nhate, during the opening of the third BGF Forum, held under the theme “Experiences and Innovations for Strengthening Multilevel Governance” and marking the official launch of the programme’s fourth phase.

Review of indicators

Virgulino Nhate called for the periodic review of the indicators established for each component of the programme, as well as adjustments to institutional agendas, in order to ensure greater alignment between BGF4 activities and national priorities.

“We advocate the need for periodic reviews of the indicators defined for each component, as well as adjustments to institutional agendas,” he said.

According to the official, these measures should ensure that BGF4 activities remain aligned with the development programmes defined by the Government and other strategic planning instruments.

The Permanent Secretary said the forum also provides an opportunity to assess the main results achieved during the programme’s third phase, examine the experiences and innovations developed, and reflect on the progress made in recent years in professionalising public services.

“We advocate the need for periodic reviews of the indicators defined for each component, as well as adjustments to institutional agendas.”

The professionalisation of public services, he added, is a key element in strengthening decentralised governance.

“We believe that the results to be achieved through this forum will be reflected in the routine implementation of BGF4,” he said.

Greater community participation

Virgulino Nhate also highlighted the increasingly active participation of communities and other social stakeholders in governance, planning, decision-making and accountability as evidence of the consolidation of the decentralisation process in the country.

In this process, he highlighted the contribution of German cooperation, the Embassy of Switzerland and the Delegation of the European Union in strengthening decentralisation and community empowerment initiatives.

The official said that development initiatives implemented under the BGF in municipalities in the provinces of Inhambane, Sofala, Nampula and Niassa are aligned with the Government’s programme instruments.

“We believe that the results to be achieved through this forum will be reflected in the routine implementation of BGF4.”

BGF4 linked to the SDGs

According to Virgulino Nhate, the Government will continue to prioritise the commitments undertaken under BGF4 as a strategic contribution to achieving the targets of the Sustainable Development Goals (SDGs), particularly in the areas of decentralisation and local development.

The third BGF Forum brings together representatives of State institutions and decentralised entities, municipal councils and assemblies, development cooperation partners, civil society organisations, academia and the private sector.
