The Mozambican Judges Association (AMJ) expressed its dissatisfaction this Monday (4) over delays in negotiations with the Government, admitting the possibility of resuming the strike that began in 2024 and is currently suspended, according to Lusa.
Speaking at a press conference, AMJ president Esmeraldo Matavele stated that the suspension of the strike aimed to allow dialogue with the Executive and the gradual resolution of the judiciary’s main demands. However, he acknowledged that progress has been limited, with most concerns still unresolved.
According to Matavele, the expectations created by the Government’s willingness to engage in dialogue—particularly after it took office in January 2025—have not translated into concrete results. “Most of our concerns remain unresolved, and this generates a high level of dissatisfaction within the profession,” he said.
He stressed that the strike was never cancelled, only suspended, meaning it could be resumed at any time, particularly at the association’s next general assembly, scheduled for the near future. Matavele also warned that growing discontent among judges could exceed the leadership’s capacity to contain it.
Among the judiciary’s main demands are the effective implementation of financial autonomy for the judicial system, the correction of distortions in the application of the Single Salary Table (TSU)—which has led to situations where lower-ranking magistrates earn higher salaries than those in senior positions—as well as the payment of seniority, exclusivity, and risk allowances.
The AMJ president argued that the Government is fully aware of these issues, having participated in discussions and even adjusted previously presented proposals, but lamented the lack of concrete measures for their implementation.
“Justice cannot be delivered on promises alone. Effective political will is needed to resolve the problems affecting judges,” he stated, emphasizing the importance of ensuring the independence, security, and dignity of the profession.
