INATRO Receives Government Deadline to Issue 5,000 Pending Driving Licences in Seven Days

The National Land Transport Institute (INATRO) has been instructed by the government to speed up the issuing and delivery of 5,000 outstanding driving licences within seven days. The announcement was made by the Minister of Transport and Logistics, João Matlombe, during a visit to the institution in Maputo.

The minister emphasised the need to improve the services provided to citizens and reduce the waiting time for documents to be issued.

‘We assessed the quality of the services provided to citizens in relation to issuing driving licences and urged INATRO to improve the efficiency of the service. Work will be done over the next few days to ensure that the approximately five thousand outstanding licences are processed and delivered on time,’ he said.

During his visit, Minister João Matlombe called for the digitisation of processes at INATRO and the implementation of an integrated system for producing driving licences, with the aim of speeding up the issuing of the document and optimising administrative management.

In addition, the governor instructed the resumption of road inspections to reinforce control over speeding, drink driving and compliance with traffic rules.

‘We need to resume road inspections, especially speed checks and the use of speed limiters, in order to reduce road accidents,’ he emphasised.

Figures from the Ministry of Transport indicate that in 2024 there were 825 deaths as a result of 687 road accidents, a 9 per cent increase on 2023, when there were 654 fatalities. The number of people injured also rose by 26 per cent, from 557 to 615.

The high accident rate has been a cause for concern for the authorities, who point to speeding and drink-driving as the main causes of accidents.

According to information provided by the government in February 2025, 55 people died and more than 100 were injured in the first month of the year alone, representing an increase of 39 per cent compared to the same period in 2024.

plans to adopt measures to digitise and modernise services, as well as stepping up awareness campaigns and road checks.

Road accidents in the country have been classified as a serious problem, with more than 4,800 deaths recorded in road accidents in the last five years.

INATRO is committed to meeting the deadline set by the government for issuing the 5,000 outstanding driving licences, while efforts are underway to improve the services provided to users.
