Government Plans to Invest $12M in Rehabilitation of Technical-Vocational Education Institutions

The Government plans to invest 12 million dollars (778.2 million meticais) in the rehabilitation of technical and vocational education institutions starting in 2026. The information was disclosed by the Secretary of State for Technical-Vocational Education, Leo Jamal, during the Professional Education Forum with the Productive Sector, held on Monday, 1 December, in Maputo.

According to Jamal, quoted by the Mozambican News Agency, the investment is part of a project supported by several Government partners and aims to expand training capacity and align education with the real needs of the labour market.

The official explained that the country has one of the highest youth population growth rates in Southern Africa, yet the economy still fails to generate enough jobs to match demographic growth. Therefore, he said, strengthening the link between training and employment is essential.

“Training, by itself, does not create jobs, but properly skilled young people have better chances of employability, whether working for others or creating their own jobs,” he said.

He explained that the ongoing reform introduces curricula based on competency standards defined with the productive sector. This approach, he said, “ensures that the skills acquired in training centres match those required by companies and production units”.

Jamal noted that this is an important moment to assess, together with the productive sector and training institutions, the relevance of the current training offer. The Secretary of State for Technical-Vocational Education added that the country has 264 institutions with the capacity to train 120,000 young people per year — a capacity he believes can be expanded.

Regarding training needs, he pointed to the greatest pressure in the construction, agriculture and industrial maintenance sectors.
