The Government of Mozambique launched, on Thursday (13) in Maputo, the Project for the Development of the Guiding Framework and Roadmap for the National Innovation System (NIS), an initiative aimed at consolidating science, technology and innovation as central pillars of the country’s economic and social development.
According to the Mozambican News Agency (AIM), the launch ceremony was presided over by the Permanent Secretary of the Ministry of Education and Culture, Ndiça Massinga, on behalf of the minister, reaffirming the Government’s commitment to driving a knowledge-based economy grounded in creativity and the application of technological solutions suited to the national context.
“This is a decisive step towards the implementation of the Science, Technology and Innovation Policy,” Massinga stressed, noting that the project was approved by the Council of Ministers and will guide the coordination, monitoring and evaluation of public innovation policies.
According to Massinga, the new framework will serve as a compass to promote synergies among public institutions, universities, research centres, incubators and the productive sector, with a focus on the inclusion of youth and women. The goal is to establish sustainable governance and financing mechanisms for innovation, based on scientific evidence and tailored to the national reality.
Massinga also highlighted the role of emerging technologies — such as artificial intelligence, robotics and ICTs — in strengthening national competitiveness, stressing that innovation is now “a key driver of economic growth and opportunity creation.”
The initiative benefits from the technical support of the Climate Technology Centre and Network, under the Technology Mechanism of the United Nations Framework Convention on Climate Change, and also seeks to reinforce the country’s capacity to respond to climate change through innovative and sustainable solutions.
The event brought together representatives from the Government, academia, research institutions, the private sector and cooperation partners, marking the start of a participatory and inclusive process to build a robust National Innovation System aligned with the country’s development challenges.
