Government Approves Statutes and Regulations for the National Public Salvation Service

On Tuesday 1 October, the government approved the statute for members of the National Public Salvation Service (SENSAP), at the meeting of the 28th Ordinary Session of the Council of Ministers. The decree establishes fundamental rules relating to entry, promotion, hierarchy, rights and duties of SENSAP members.

According to the Mozambican Charter, the statute is a significant step towards formalising and regulating the functions of SENSAP members. In a statement, the secretariat of the Council of Ministers said that ‘this is an important moment to ensure that all members of the service are clear about their responsibilities and rights’.

Another point raised was the approval of a law regulating SENSAP’s uniforms, establishing the types of outfits, standards and conditions for their use, both at home and abroad. The document states that ‘the standardisation of uniforms is crucial for the identity and recognition of the institution wherever its members operate’.

With these approvals, the government aims not only to regularise the functioning of SENSAP, but also to provide a clear structure that facilitates the development of public rescue activities in the country, the statement reads.

In addition to the statute, the Executive also approved a decree regulating the classification of SENSAP officials in the system of ranks and posts. The same communiqué emphasised that ‘the regulation defines the rules of discipline and the disciplinary procedure applicable to SENSAP members in any service situation’.
