Germany, Switzerland, EU Highlight Gains from Mozambique Financial Governance Programme

The Mozambican government, Germany, Switzerland and the European Union highlighted the results achieved during the third phase of the Good Financial Governance (BGF) partnership programme at a biannual forum held in Maputo on Wednesday and Thursday.

According to a statement cited by Club of Mozambique, the forum marked the conclusion of the third phase of the programme and presented results achieved over the past three years. The gathering brought together public institutions and cooperation partners to assess work completed and set priorities for the next phase.

During this phase, the programme supported the government and 26 municipalities across the provinces of Nampula, Niassa, Sofala and Inhambane. Approximately 560,000 Mozambicans gained access to faster and more accessible administrative services, while around 8,000 participated in the formulation of municipal public policies.

Of the total citizens involved, 55% were women, particularly in the preparation of municipal plans and budgets. Partner municipalities also increased their own revenues by 54% through the establishment of tax units, the digitalisation of fiscal registers, and public awareness campaigns on tax compliance.

In the area of public finance oversight, the Administrative Court conducted the country's first climate policy audit using the Climate Scanner tool. The instrument enables an assessment of how public institutions integrate climate considerations into policies, budgets and management processes. The programme also contributed to raising the visibility of the Administrative Court as an external public finance oversight body and to the establishment of a new governance school.

Approximately 4,600 civil servants received training to improve service delivery through more than 400 short-duration courses. The forum also featured an exhibition of 41 experiences and innovations developed by partner municipalities.

Under the theme 'Experiences and Innovations for Strengthening Multi-Level Governance', the forum discussed the future of the audit court, the new governance school, the professionalisation of the public administration, citizen participation in local governance, and the modernisation and digitalisation of public services.

Discussions also addressed the coordination between central and local levels of government and the mobilisation of municipal revenues. During the forum, the new phase of the programme was officially launched by the Minister of Public Administration and Civil Service, Inocêncio Impissa, and by the President of the Administrative Court, Ana Maria Gemo Bié.
