General Elections: Foreign Minister to Represent Portugal at Daniel Chapo’s Inauguration

Portugal will be represented at the inauguration of Daniel Chapo as the new Mozambican President by the Minister of State and Foreign Affairs, Paulo Rangel, the Lusa news agency reported on Monday 13 January.

The agency explains that on Friday (10 January), the Portuguese head of state, Marcelo Rebelo de Sousa, said that he was awaiting a proposal from the government on whether he would attend Daniel Chapo’s inauguration. The Portuguese President agreed to attend, but the decision taken together with the government was for the Minister of Foreign Affairs to represent Portugal.

In the past, it was the President who represented Portugal. Daniel Chapo’s inauguration as Mozambican President, in which he will succeed Filipe Nyusi, is scheduled for Wednesday (15).

Following the swearing in of 210 members of parliament for the tenth legislature, the Assembly of the Mozambican President (AR) held an election on Monday 13 January, in which parliamentarian Margarida Adamugi Talapa was elected with 169 votes, while Fernando Jone had seven and Carlos Tembe got 32.

Once the result was known and validated, the new president of parliament was sworn in. ‘Having complied with the rules of procedure and according to the minutes, the data we have just heard indicates that Margarida Talapa received 169 votes, corresponding to more than 80 per cent of the votes cast. This result is necessary for her to be elected to the post of president of the AR. Therefore, under the terms of Rule 44(3) of the Rules of Procedure of the Mozambican President, I declare the parliamentarian elected to the post of president of this body,’ said the head of state.

It should be noted that last Saturday Venâncio Mondlane called for three days of strike action in Mozambique from Monday 13 January and for ‘peaceful demonstrations’ during the inauguration of the members of parliament and the new Mozambican President, challenging the electoral process.
