FSC: Over One Million Mozambicans Received Food Aid in First Half of 2026

The Food Security Cluster (FSC), the food insecurity response coordination mechanism led by the World Food Programme (WFP) and the Food and Agriculture Organization of the United Nations (FAO), recorded more than one million people assisted during the first half of 2026. At the same time, 1.71 million people were found to be in need of urgent humanitarian assistance and protection.

Approximately 1.7 million people were affected by conflict and flooding in Mozambique in the first six months of 2026. Of that total, around 977,000 were affected by armed conflict in the north, primarily in Cabo Delgado, while 734,000 suffered the effects of flooding in the south, mainly in Gaza province.

Both phenomena deepened humanitarian needs and contributed to keeping food insecurity among the country’s most pressing challenges.

More than two million people are facing high levels of acute food insecurity classified at Phase 3 — Crisis — or above on the Integrated Food Security Phase Classification (IPC) scale. Around 148,000 are already at Phase 4, Emergency.

In emergency food assistance, humanitarian partners supported approximately 586,000 people, equivalent to 93.87% of the target of 624,000 beneficiaries. However, the resources made available fell far short of requirements: only 16.16% of the needs of the target population were covered, and 13.91% of the needs of those actually reached.

In June alone, around 420,000 people received food assistance through the operations of eight organisations, in response to the conflict in the north and to flooding. Of the total distributed, 44.37% took the form of food commodities and 55.63% consisted of cash transfers and vouchers.

In agriculture and livelihoods, approximately 130,000 people received support between January and June, representing only 17.33% of the annual target of 751,000 beneficiaries. The report notes, however, that the progression of the agricultural season could improve results in the coming months, particularly as support to smallholder producers is scaled up.

During the period under review, 35.42 tonnes of maize, bean, and vegetable seeds were distributed, along with 8,826 agricultural tools. A total of 21,440 people were also trained in good agricultural practices and post-harvest management.

Cash transfers benefited around 668,000 people, with €8.2 million distributed primarily in Cabo Delgado, Nampula, Sofala, and Gaza.

The FSC estimates that €191 million is required to fund humanitarian operations in 2026, but only 17% of that amount had been secured as of June. As a result, despite partners having reached nearly 94% of the food assistance beneficiary target, resources remain insufficient to address the full scale of needs.

Projections indicate that up to 2.67 million people could face acute food insecurity, including around 170,000 at risk of reaching Emergency phase.
