The Constitutional Council of Mozambique (CC) on Monday proclaimed the ruling party, the Front for the Liberation of Mozambique (Frelimo), as the winner of the 10 provincial councils, thus electing all the provincial governors.
According to the data proclaimed by the head of the CC, Lúcia Ribeiro, Frelimo elected Manuel Tule as governor of Maputo province, with 461,257 votes (49.88%). In Gaza, the ruling party elected the front-runner Margarida Chongo with 437,921 votes (78.23%), and in Inhambane, it elected Francisco Pangula to the post, with 268,514 votes (70.45%).
In Sofala, Lourenço Bulha was elected governor with 403,391 votes (66.02%), in Manica, with 357,883 votes (76.55%), Francisca Tomás is governor, while Pio Matos was elected in Zambézia, with Frelimo getting 474,965 votes (56.61%), and Domingos Viola will be governor of Tete, where his party got 658,350 votes (78.56%).
The figures presented show that Eduardo Abdula will be governor of Nampula, where Frelimo won 413,270 votes (50.71%); Valige Tauabo will be governor of Cabo Delgado, where the ruling party won 247,672 votes (61.54%), and in Niassa Frelimo won 178,757 votes (69.20%), placing Elina Judite in the post of governor.
In a total of 867 mandates for the 10 provincial assemblies, Frelimo also won the majority, according to the CC proclamation, having elected 624 members, followed by the Mozambican National Resistance (Renamo) with 97; Podemos with 67, the Democratic Movement of Mozambique (MDM) with 58, the Democratic Revolution (RD) with six, the Humanitarian Party of Mozambique (Pahumo) with eight, the National Reconciliation Party (Parena) with five and the Social Renewal Party (Pareso) with two.
For Maputo province, Frelimo won 48 mandates, Podemos 31, MDM three and Renamo four.
In Gaza, Frelimo won 67 seats, MDM six and Parena five. In Inhambane, the ruling party won 63 seats, Renamo 10, MDM six and Pareso two.
In Sofala province, Frelimo won 64 seats, MDM 15 and Renamo four, while in Manica, the ruling party won 67 seats, Renamo 10 and MDM five.
In Tete, Frelimo totalled 69 seats, Renamo 10 and MDM seven, while in Zambézia, the ruling party won 63 seats, Renamo 19, Podemos 13 and MDM four.
In Nampula, Frelimo won 63 mandates, Podemos achieved its best result with 23, Renamo 13 and MDM four, while in Cabo Delgado, the ruling party won 60 mandates, Renamo 12, Pahumo eight and MDM five.
In Niassa, the ruling party won 60 mandates, Renamo 11, RD six and MDM three.
The CC today proclaimed Daniel Chapo, the Frelimo-backed candidate, as the winner of the election for president, with 65.17% of the vote, succeeding Filipe Nyusi in office.
“I hereby proclaim Daniel Francisco Chapo president of the country of Mozambique,” announced the president of the Constitutional Council, Lúcia Ribeiro, after an hour and a half of reading the proclamation ruling, in which she recognised irregularities in the electoral process, but which “did not influence” the final result.
According to the results, Venâncio Mondlane registered 24.19% of the votes, Ossufo Momade 6.62% and Lutero Simango 4.02%.
While the ruling proclaiming the results was being read out, demonstrators, supporters of Venâncio Mondlane, were already protesting in the streets with burning tyres.
The post-election clashes led to at least 130 deaths, according to a report by the Decide Electoral Platform, which monitors the electoral processes in Mozambique, and which also points to 385 people shot.
The general elections on 9 October included the seventh presidential elections – for which the current head of state, Filipe Nyusi, who has reached his two-term limit, is no longer running – at the same time as legislative elections and elections for provincial assemblies and governors.
