In the framework of this technical exchange, the Fundo Andaluz de Municípios de Solidariedade Internacional (FAMSI) has promoted the holding of a ‘Seminar on localisation of SDGs’ in the field of municipal solid waste management together with ANAMM, AACID, the Municipal Council of the city of Matola and UNDP.
A FAMSI delegation visited Mozambique to follow up on the projects it is promoting in the country, with the collaboration of the National Association of Municipalities of Mozambique (ANAMM) and the Municipal Council of the city of Matola. The main objective of the delegation was the knowledge and technical exchange around the reality of solid waste management in the municipality of Matola, accompanying the process of implementation of the Master Plan for Integrated Solid Urban Waste Management that FAMSI has supported in this city with funding from the Andalusian Agency for International Development Cooperation (AACID) and the Diputación de Jaén, a partner of the Andalusian Fund. As experts in solid urban waste management, Jesús Diz, president of the National Association of Public Environmental Companies (ANEPMA) and Santiago Gutiérrez, manager of the municipal company Chiclana Natural, together with the FAMSI technical team, took part in the exchange.
For five days, the delegation has visited different points and facilities related to urban waste management in Matola, in a full agenda that has allowed to know different administrative posts of the city, such as Machava and Infulene, accompanied by the technical team of the municipality, visit the various municipal landfills, such as Malhapsane, the space planned for the new landfill of the city, various initiatives and recycling companies of glass and plastic, as well as the facilities of the Municipal Water and Sanitation Company (EMAS).
The exchange is part of the technical cooperation actions promoted by FAMSI, in collaboration with AACID, for the improvement of the “institutional technical capacity and management of public services of Latin American and African municipalities and regional governments in the framework of the 2030 Agenda”, in the context of an initiative funded by AACID and FAMSI partners, and seeks to enhance the Andalusian technical cooperation system by promoting coordination and synergies between Andalusian public institutions at local and regional level. In this sense, the agenda of the visit has been articulated with the representation of the AACID in Mozambique and the work it carries out to strengthen the processes of decentralisation in the country and, in particular, in the provinces of Maputo and Cabo Delgado.
The central event of the agenda was the Seminar “Localisation of the 2030 Agenda in Mozambique: decentralisation of public policies for solid waste management” held in the city of Matola, on 26 April, jointly organised by FAMSI and ANAMM, the Municipal Council of the city of Matola, AACID and UNDP, with representation from municipal governments of different localities in the provinces of Maputo and Cabo Delgado; the seminar allowed for discussion and exchange of experiences on the challenges of waste management in the country. During the second day, visits were made to learn about the waste management process in the city of Matola, with the participation of representatives of different municipal governments.
In addition to all this, the stay in Mozambique, from 23 to 30 April, has allowed the identification of new initiatives together with the National Association of Municipalities of Mozambique, ANAMM, the main municipal reference of FAMSI in Mozambique, which give continuity to the lines of joint work implemented in recent years. Thus, next year a project will be launched to continue strengthening Mozambican municipalism and its capacity for the provision of public services and the localisation of the 2030 Agenda with funding from the Diputación de Jaén.
Projects, seminars and identification of new proposals have been completed with institutional meetings with representatives of Andalusian, Spanish, European and Mozambican cooperation, as well as local authorities. Thus, a meeting was held with the Technical Cooperation Office (OTC) of the AECID in Mozambique, which allowed the FAMSI activity in the country to be presented and to learn about the main lines of action of Spanish cooperation, especially in the field of municipal strengthening. The delegation was received by the Spanish Ambassador to Mozambique and Eswatini, Alberto Cerezo, accompanied by Ximena Bartolomé, Deputy Head of the Embassy in Maputo, and Edurne Íñigo, Deputy Coordinator of the AECID’s TCO. Paula Vázquez Horyaans, Head of EU Cooperation in Mozambique, and Esther Hernández, AACID Coordinator for East and Central Africa, also participated. At this meeting, different issues were addressed regarding the work of FAMSI and local decentralised cooperation in Mozambique, as well as the main lines of Andalusian, Spanish and European cooperation in the country.
At the local level, the delegation held a meeting with the president of the Municipal Council of the city of Matola, Calisto Cossa, and president of the National Association of Municipalities of Mozambique (ANAMM).
The various activities carried out in the framework of the mission are part of FAMSI’s #Local4actionHub initiative on Public Services, promoted within the framework of UCLG and aimed at strengthening and defending local public services through technical cooperation initiatives.
