The President of the Republic, Daniel Chapo, and government ministers signed program contracts on Tuesday, the 16th, aimed at consolidating governance focused on transparency, accountability, and delivering tangible results for the Mozambican people, reported the Mozambican News Agency (AIM).
According to Daniel Chapo, signing the program contracts is not merely an administrative act, but a clear statement of a governance model based on responsibility and the production of visible results. “This is a moment of clear affirmation of a way of governing, centered on responsibility and concrete results for the Mozambican people,” he stated.
The Head of State spoke during the event, which fulfills a promise made at his inauguration on January 15, 2025, when he emphasized the need for an effective, disciplined, and accountable government.
“We stated very clearly that we want an effective, disciplined, and responsible government that is accountable and respects the efforts of the Mozambican people,” he emphasized, adding that each minister, public manager, and leader would formally assume performance commitments.
Daniel Chapo explained that the signing takes place at the end of the government year because the first year was dedicated to laying the foundations, notably the design of the National Development Strategy, the Government’s Five-Year Plan, and the Economic and Social Plan.
“It would have been practically impossible to sign the program contracts without these instruments that serve as the basis for our governance,” he said, noting that during this period, sectors completed internal regulations, reorganized structures, and clarified mandates, competencies, and operational instruments.
The President of the Republic stated that it would not be fair or responsible to demand contractualized results without first rigorously defining the country’s strategic direction, aligning national priorities, and organizing the functioning of the State. “Governing requires planning methods and coherence between vision, structure, and action,” he said.
With the signing of the program contracts, it is expected to strengthen the performance and evaluation relationship between the Head of Government and the respective ministers, promoting greater accountability and good governance for the benefit of the Mozambican people.
“The program contracts establish clear strategic objectives, performance indicators, execution timelines, and responsibilities aligned with the Government’s Five-Year Plan,” he explained.
The President also emphasized that the signed documents do not replace ethics or integrity, highlighting that “they are pacts of trust between the President of the Republic and each minister, especially between the Government and the Mozambican people,” and assured that they will be monitored and evaluated, with merit recognized and consequences for unjustified non-compliance.
“The Mozambican people do not expect miracles; they expect seriousness and work,” concluded Daniel Chapo.
