The President of the Republic, Daniel Chapo, has submitted two urgent legislative revision proposals to the Assembly of the Republic aimed at restructuring decentralized governance at the provincial level and reorganizing the state’s representative bodies in the provinces.
According to a statement from the Office of the President, released on Wednesday, April 8, the initiatives focus on revising Laws No. 4/2019 and No. 7/2019, both dated May 31, which define, respectively, “the principles of organization, powers, and functioning of the executive bodies of provincial decentralized governance, as well as the legal framework for state representative bodies at this level.”
The document reveals that the request for urgent scheduling was submitted under the powers conferred by the Constitution of the Republic and the Rules of Procedure of the Assembly of the Republic.
“These legislative proposals give substance to one of the commitments made by the head of state at his inauguration, specifically the need to clarify and delineate the responsibilities between the bodies of provincial decentralized governance and the bodies representing the state,” the note reads.
As part of the proposed reforms, eight Provincial Services currently under the Provincial State Representative Council are set to be abolished. This measure is expected to result in a significant reduction in operating expenses, particularly in costs related to goods and services.
According to the document, the estimated annual savings amount to approximately 1.2 billion meticais. The resources thus freed up are to be channeled toward the construction and equipping of socioeconomic infrastructure, with a particular focus on hospitals and schools, as well as to support the national strategy for containing the state’s wage bill.
The Government believes that the implementation of these measures will contribute to greater sustainability of public spending, while simultaneously strengthening administrative efficiency and the quality of services provided to citizens.
The proposals will now be submitted to the Assembly of the Republic for consideration and debate.
