One day after President Daniel Chapo officially launched the MozCommunity programme, the Government of Cabo Delgado is already mobilising its district structures to accelerate implementation of the initiative, which foresees investments of $100 million across the provinces of Cabo Delgado, Nampula, and Niassa.
According to the Mozambique Information Agency, the directive was reiterated on Tuesday, 11 August, in the city of Pemba by Cabo Delgado Governor Valige Tauabo, during the opening of an induction session for district administrators on the rollout of MozCommunity.
Addressing participants, Governor Tauabo stressed the need to rapidly translate centrally defined guidelines into concrete actions at community level, emphasising that no delays should occur in moving from the programme’s launch to its execution phase.
“The President’s instruction is that no more time should be spent before advancing with the implementation of actions,” the governor stated.
The induction of district administrators represents one of the first preparatory steps for local structures ahead of the programme’s planned interventions. The initiative aims to place provincial and district governments at the centre of implementation, bringing actions closer to the beneficiary communities.
At the same ceremony, Jacinto Loureiro, president of the Executive Council of the Northern Integrated Development Agency (ADIN), presented the context for the meeting and highlighted the agency’s role in coordinating and supporting the rollout of MozCommunity.
In its first phase, the programme foresees an investment of $100 million to be executed between 2026 and 2031, covering the provinces of Cabo Delgado, Nampula, and Niassa.
MozCommunity’s primary objectives include strengthening social cohesion, improving access to basic services, bolstering community livelihoods, and promoting the construction of climate-resilient infrastructure.
The programme’s strategy envisages a central role for provincial and district structures in executing interventions, with the aim of ensuring that investments respond to needs identified at the local level.
In Cabo Delgado, the launch of the district administrator induction — just one day after the presidential ceremony — marks the first step towards operationalising the programme at district level.
The challenge for authorities now lies in ensuring that the allocated resources are converted into concrete interventions in communities, particularly in the areas of basic services, livelihoods, and infrastructure resilient to the impacts of climate change and other vulnerability factors.
With the programme scheduled to run until 2031, expectations are that the implementation phase will produce visible results in the communities covered, with local structures bearing responsibility for executing the actions defined under MozCommunity.
