ADIN Pushes to Boost Local Business Role in Cabo Delgado Reconstruction

Mozambique's Integrated Development Agency for the North (ADIN) has stepped up engagement with the private sector in Cabo Delgado, aiming to expand the participation of local companies in reconstruction and infrastructure projects across the country's northern region.

At a meeting held recently in the city of Pemba, ADIN's leadership and the Cabo Delgado Contractors' Association (ASSECAD) agreed on new targets to increase the share of local contractors in rehabilitation and construction projects across the region.

The meeting also served as a forum to discuss the main obstacles facing the province's business community. ASSECAD president Murshide Razak cited the rigidity of technical requirements and the complexity of public tender criteria as key factors limiting local companies' access to large-scale reconstruction contracts.

In response to those challenges, ADIN Executive Commission president Jacinto Loureiro pointed to the MozCommunity programme as one of the principal instruments available to address those constraints. The initiative is designed to give priority to national companies while maintaining strict standards of technical quality and transparency in project execution.

Covering a projected 56 districts across the provinces of Cabo Delgado, Niassa, and Nampula, MozCommunity aims to build more resilient community infrastructure while simultaneously stimulating local economies through the hiring of labour and procurement from suppliers based in the targeted regions.

To oversee the programme's implementation, ADIN presented Momede Nemane as its coordinator. His experience in World Bank-supported initiatives was cited as a factor that could strengthen the technical capacity underpinning MozCommunity's execution.

The programme is thus intended to increase the involvement of local businesses in reconstruction projects, linking the construction of community infrastructure to the creation of opportunities for companies, workers, and suppliers in the regions covered.

At the close of the meeting, ADIN and ASSECAD reaffirmed their commitment to maintaining open and ongoing channels of communication, with the aim of consolidating a lasting partnership between the state and the private sector and contributing to the stability and development of Cabo Delgado.
