The governments of Mozambique and Portugal have formalised a new cooperation partnership aimed at driving the development of tourism and hospitality through investment promotion, professional training, the valorisation of historical and cultural heritage, and the exchange of technical knowledge between the two countries.
According to Lusa, the agreement — ratified and published in June in the Boletim da República — stems from one of more than 20 accords signed during the bilateral summit held in December last year in the city of Porto, Portugal. The document establishes a comprehensive cooperation framework providing for the exchange of best practices between the institutions responsible for the tourism sector, covering areas such as tourism marketing, destination management, digitalisation, certification, service quality, hotel operations, statistical production, and market research.
The agreement also provides for the development of sustainable and inclusive tourist destinations, with particular emphasis on nature tourism, blue tourism, active tourism, and cultural tourism, encouraging the creation of differentiated products and the strengthening of the sector’s competitiveness in both countries.
In the area of gaming regulation, Mozambique and Portugal have committed to cooperating on technical and regulatory exchanges relating to the licensing, inspection, and supervision of casino operators, bingo halls, and online gaming platforms. The partnership also includes the sharing of experiences on responsible gambling, corporate social responsibility, and mechanisms to prevent illicit practices.
The cooperation extends to the development of joint tourism packages, the exchange of knowledge on statistical systems and sector monitoring, as well as the sharing of experiences related to the registration and classification of tourism operators — including travel agencies, tourism animation companies, and accommodation units.
On the economic front, the two governments agreed to promote the exchange of information on public policies, sector support programmes, financing models, and the incubation of micro, small, and medium-sized enterprises linked to tourism. The agreement also provides for the preparation of joint investment opportunity catalogues and the holding of business forums designed to bring investors from both countries closer together.
The accord further encompasses the valorisation of historical and cultural heritage for tourism purposes, through the sharing of experiences inspired by Portugal’s REVIVE programme, as well as the creation of training programmes in hospitality and tourism, including the exchange of trainers, students, and specialised technical assistance.
Among the defined objectives is support for the development of a Hotel School certified by Turismo de Portugal and the implementation of sustainable management models for hotel-schools, strengthening the qualifications of professionals and the competitiveness of Mozambique’s tourism sector.
To ensure the implementation of the agreed measures, the two countries will establish a joint technical committee on tourism facilitation, responsible for drawing up and overseeing an action plan for the next five years.
